An Away Team is dispatched to Mintaka Three where a Federation outpost has suffered an explosion. Hidden from view, Federation anthropologists have been observing the Vulcan-like Mintakans, whose world mirrors that of Earth's Bronze Age. As the "Enterprise" beams up an injured man, a wandering Mintakan, Liko (Ray Wise), witnesses the transport. Stunned by the sight, Liko slips off a high ledge and is critically injured. Ignoring this Prime Detective, Dr. Crusher (Gates McFadden) transports Liko to the Enterprise where he recovers. Back on Mintaka Three, Liko tell his people about "The Picard," a god with mastery over life and death.

After receiving a distress signal from an Ornaran freighter, the Enterprise beams up the ship's cargo along with two Ornarans and two representatives fro Brekka, Ornarans neighboring planet. The Enterprise's new guests proceed to feud over the cargo which is medicine for a plague that has beset Ornaran for centuries. The Brekkians, exclusive manufacturers of the medicine, claim the Ornarans have not provided payment. Picard (Patrick Stewart) convinces the Brekkians to administer doses to the Ornarans on board. But when Dr. Crusher (Gates McFadden) examines the cure, she discover it is a narcotic that has turned the Ornarans into drug addicts! The Prime Directive prohibits Picard from interfering...
